Ukraine lets eligible residents claim utility aid based on where they actually live, not their registered address

According to Пенсії (RSS): People who qualify for state benefits can now apply for housing and utility assistance at the place where they actually live, instead of being tied to their official registration address. This change is especially relevant for those who have had to leave their registered homes. To apply at their actual residence, they need to confirm this status with a certificate of registration as an internally displaced person, or with another document such as a rental agreement.

Under current legislation, benefits are granted to people whose information is entered in the Register of Persons Entitled to Benefits, which was approved by Cabinet of Ministers Resolution No. 117 of January 29, 2003. Support may be provided either at the registered place of residence or at the actual place where the beneficiary lives.

If the applicant does not have the required documents, an official from the executive body of a village, settlement, or city council may carry out an inspection of the household’s living conditions and prepare a report confirming the actual residence.

What the changes mean

These legal updates could significantly ease the burden for many benefit recipients, especially those who had to abandon their homes under difficult circumstances. Simpler proof of actual residence can make it easier to receive essential assistance without excessive red tape. The measures also represent an important step in helping internally displaced people obtain social support during times of instability.
