South Korea Warns Ukraine of Escalated Measures Over Prisoner Transfer Dispute
South Korean Leader Issues Warning to Ukraine
According to Рубрика — Політика: On October 2, 2026, South Korean Prime Minister Lee Jae-myung announced the possibility of imposing additional measures against Ukraine. This statement follows the transfer of two North Korean soldiers captured during the war, who fought alongside Russian forces, back to Ukraine. The incident has sparked a diplomatic rift between Kyiv and Seoul, as South Korea demands Ukraine formally acknowledge the confidentiality agreement regarding the prisoners and issue a public apology. Lee Jae-myung stressed:
“If the refusal to acknowledge facts and offer public apologies continues, we will take further actions.”
The two North Korean detainees were captured by Ukrainian troops in the Kursk region in January 2025 and subsequently transported to Kyiv. South Korean intelligence confirmed the presence of these soldiers in Ukrainian custody. On September 28, 2026, Seoul officially called on Ukraine to provide explanations and apologize for the handling of the prisoner transfer.
Humanitarian Support and Diplomatic Engagement
Since Russia’s full-scale invasion, South Korea has been a consistent provider of humanitarian and financial aid to Ukraine. At the NATO summit in July 2026, Seoul pledged an additional $100 million in non-lethal assistance. Foreign Ministers Cho Hyun of South Korea and Andriy Sybiga of Ukraine maintain direct communication to resolve the dispute. Sybiga described the issue as:
“I prefer not to call this an incident; rather, it is a diplomatic misunderstanding.”
The tension between Ukraine and South Korea emerged amid Seoul’s efforts to ease relations with North Korea following an incident involving a landmine in the demilitarized zone. South Korea relies on Ukraine for intelligence related to North Korean military activities. Ukrainian President Volodymyr Zelensky highlighted that Russia employs nationals from 47 countries in its conflict against Ukraine. Ukraine has firmly stated it will not return North Korean prisoners to either Russia or North Korea.
Prime Minister Lee emphasized that “such critical matters involving human lives and national security demand neither cruelty nor irresponsibility.” The ongoing dispute remains a source of concern for both nations, as neither benefits from prolonged confrontation, according to Cho Han-bum. Ukrainian officials revealed that one of the prisoners attempted suicide upon realizing capture, shedding light on the harsh conditions of life and military service in North Korea.
This dispute between Ukraine and South Korea illustrates the complexities of international relations in the context of the ongoing war in Ukraine. South Korea’s insistence on formal recognition of agreements and apologies could complicate bilateral cooperation despite Seoul’s substantial support. Both countries share a vested interest in resolving the conflict peacefully, and continued diplomatic dialogue could prevent further escalation, contributing to regional stability.
