According to Главком: The Ukrainian Hydrometeorological Center has issued a forecast predicting a cold, wintry day across the country. Conditions are expected to be mostly cloudy with clear spells, though snow and rain are possible in Crimea overnight and in the southern and southeastern regions during the day, which may lead to icy patches. Significant precipitation is not anticipated elsewhere. This type of winter weather is typical for mid-February in the region.

Temperature Conditions

Temperatures will be notably cold. Overnight lows are forecast between -6°C to -11°C (21°F to 12°F), with daytime highs of 0°C to -5°C (32°F to 23°F). In northern areas, it will be even colder, dropping to -14°C to -19°C (7°F to -2°F) at night and reaching only -5°C to -10°C (23°F to 14°F) during the day. The Zakarpattia, southern, and southeastern regions will see milder lows of -1°C to -6°C (30°F to 21°F), with daytime highs slightly above freezing at 0°C to +3°C (32°F to 37°F). In Crimea, daytime temperatures could climb to a high of +7°C (45°F).

Kyiv and the surrounding region will also experience cloudy weather with clear intervals and no significant precipitation. In the capital, nighttime temperatures will plunge to -14°C to -16°C (7°F to 3°F), with daytime highs of -7°C to -9°C (19°F to 16°F). Winds will be predominantly easterly at 5-10 m/s (11-22 mph), a factor that could contribute to the formation of ice on road surfaces.

The anticipated freezing conditions on February 17 are likely to create hazardous driving conditions across Ukraine, primarily due to the risk of black ice.

Motorists are urged to exercise extreme caution, particularly in areas where precipitation is forecast. Residents should prepare for the significant temperature drop, which will impact daily activities and comfort levels. In response, local authorities may implement measures to ensure safety on roads and in public spaces.
