On September 25, Ukrainian President Volodymyr Zelensky revealed that former US President Donald Trump had given a 'final decision' regarding the issuance of production licenses to Ukraine. This marks a shift from Trump’s earlier skepticism about granting such approval. At the end of August, Poland’s Deputy Defense Minister Pawel Zalewski also highlighted Poland’s readiness and capability to produce PAC-3 missiles in partnership with Ukraine.

Ongoing Discussions on Licensing Agreements

During the Coalition of the Willing meeting in Paris on July 13, President Zelensky confirmed an agreement with Donald Trump on licensing related to Patriot missile systems. By July 22, Ukraine had announced the start of talks with the US on joint production of Patriot interceptor missiles. However, on August 1, Trump stated that no final decision on transferring licenses to Ukraine had yet been made. On September 2, US Secretary of State Marco Rubio confirmed that discussions between the two countries about the licensing arrangement were still underway.
