In the first half of 2025, Ukrainian businesses received about 14 thousand preferential loans totaling more than 44 billion hryvnias. The state program 'Affordable Loans 5-7-9%' specifically supports entrepreneurs working in the real sector of the economy. The overwhelming majority of the available loans under this program are directed towards financing investment goals, developing processing, and supporting businesses in high military risk zones,' said Deputy Minister of Economy of Ukraine Andriy Telyupa.

Since the beginning of 2025, businesses have received 13,970 preferential loans under the 'Affordable Loans 5-7-9%' program totaling 44.3 billion hryvnias.

According to the Ministry of Economy, since the start of the program in February 2020, businesses have attracted 118.4 thousand loans totaling 410.4 billion hryvnias. Last week, Ukrainian entrepreneurs received 408 preferential loans for 1.5 billion hryvnias.

  • 12.3 billion UAH - for processing;
  • 11.4 billion UAH - investment loans;
  • 9.9 billion UAH - for lending in high military risk zones.

Most often, the loans are granted to enterprises working in the processing industry, agriculture, and wholesale and retail trade.

Among the regions, the leaders in the amounts of concluded loan agreements are Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia, Poltava regions, and Kyiv city.

To date, 46 banks participate in the program, with the largest number of loans issued since the program's inception by 'Privatbank' (54.9 thousand), 'Oschadbank' (18.1 thousand), and 'Ukrgasbank' (6.5 thousand).

Data indicates that the state program 'Affordable Loans 5-7-9%' continues to actively support Ukrainian businesses by providing preferential terms for the development of enterprises, especially in the real sector of the economy. Concluded agreements and issued loans demonstrate positive dynamics in the Ukrainian economy, contributing to an increase in investment volumes and the development of important industries in the country.
