Competitive Dialogue Begins at Chornomorsk Port

According to Міністерство інфраструктури: ⚓ A competitive dialogue phase has officially started as part of the concession tender for terminals at the Chornomorsk port. This stage is scheduled to last 75 days, giving participants time to thoroughly evaluate proposals and submit their feedback. All bidders have already signed non-disclosure agreements (NDAs), granting them access to the necessary project materials for review.

Once the competitive dialogue concludes, the tender committee-together with advisors from the European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC)-will assess the participants' input and finalize the concession terms. Oleksiy Kuleba commented:

'The competitive dialogue is a crucial phase in executing this project. Over the next 75 days, we will collaborate with the market to refine the optimal concession model: the state sets the baseline conditions, while investors contribute their professional feedback and suggestions. This approach helps us craft a balanced, sustainable agreement that serves the interests of the government, local communities, and businesses.' Oleksiy Kuleba
