Frontline Communities Prepare Second Support Package: What It Means for the Economy
Board Meeting of the Association of Frontline Cities and Communities
According to Главком: Chaired by Ihor Terekhov, the board of the Association of Frontline Cities and Communities convened to develop a strategic document aimed at supporting areas affected by active hostilities. Discussions centered on proposals for a second support package for frontline territories, which is set to be submitted to the Cabinet of Ministers of Ukraine. Economic resilience was identified as the top priority in these efforts.
Priorities for the Second Package
Ihor Terekhov, who leads the Association and serves as the mayor of Kharkiv, emphasized that the first support package was a critical step for the survival of frontline communities, addressing basic needs in social support, security, infrastructure, and housing. However, he stressed that the second package must now focus on development, strengthening communities, and delivering tangible assistance to residents.
“It must combine key elements-not just declarations, but concrete tools that actually work in frontline conditions,” Terekhov stated.
The Association has also begun collecting proposals from communities to shape the second package. During the discussion, participants considered the following ideas:
- Special credit programs
- Tax incentives
- War risk insurance
- Clear housing solutions
“Frontline territories cannot afford half-measures. That’s why we are starting to gather proposals and uniting our efforts to form a unified position for the government,” Terekhov added. Through this initiative, the Association aims to compile the most pressing needs and suggestions from communities to ensure effective support for frontline areas.
This initiative by the Association of Frontline Cities and Communities highlights the importance of a comprehensive approach to aiding territories impacted by conflict. The creation of a second support package could be key to restoring economic stability and fostering growth in frontline communities-a particularly urgent goal amid ongoing challenges. The collection of proposals from local communities also reflects a commitment to involving them in decision-making and addressing their real needs.
As the discussion on the second support package unfolds, it is essential to understand the broader context of government support for frontline communities. The recently announced major aid initiative by Ukraine's government aims to address urgent needs and facilitate recovery efforts, reinforcing the importance of strategic planning in these challenging times.
