Ukraine's Government Announces Major Aid Package for Frontline Communities
Comprehensive Aid for Frontline Communities and Residents
According to Кабмін: Prime Minister Yuliia Svyrydenko's government is implementing a wide-ranging support package for communities, businesses, and residents in Ukraine's frontline regions. This initiative addresses several critical areas, including:
- Funding for underground schools and kindergartens;
- Free meals for schoolchildren;
- Salary supplements for teachers and medical workers;
- Housing programs;
- Business loans and grants;
- Social support for internally displaced persons (IDPs).
Funding for Education and Healthcare
For education security in 2025, 5 billion UAH is allocated for underground schools and 1 billion UAH for underground kindergartens. A further 2 billion UAH is planned for 2026 to purchase over 540 school buses, with nearly 200 earmarked for frontline communities. Over 728,000 students in grades 1-11 in frontline regions receive free meals. Monthly supplements of 4,000 UAH are preserved for more than 25,000 teachers.
In healthcare, primary medical care receives an additional 20% in funding. Since October, emergency medical personnel in combat zones have received over 350 million UAH in extra payments. More than 1.1 billion UAH has been directed to raise salaries for medical staff in specialized facilities, while young doctors receive 200,000 UAH. Fifteen transit centers are operational for evacuated individuals. Last year, the state compensated employers 365 million UAH for hiring internally displaced persons.
Social and Housing Support
Social support measures, particularly for IDPs, include a moratorium on disconnecting water and electricity due to debt. A special gas tariff for cogeneration units is set at 19,000 UAH per thousand cubic meters. Hundreds of IDP families have received compensation covering 70% of their first mortgage installment, totaling over 200 million UAH. In 2025, approximately 49,000 families received compensation for damaged housing worth 4.6 billion UAH, and 21,000 families received compensation for destroyed homes. An additional 110 families received compensation for building new housing.
Business and Agricultural Assistance
Housing policy for frontline regions includes the '5-7-9%' program, under which 3,598 loans worth 15.4 billion UAH have been issued. Since January 1st, 104 property insurance applications have been submitted, with 55 enterprises joining the program. Sixteen enterprises received grants to restore production, totaling over 188 million UAH, while nearly 7,000 entrepreneurs received 'Own Business' micro-grants worth 2.2 billion UAH. Over 1,800 companies and institutions have utilized 100% employee deferments from military service.
For agricultural producers, the state compensates up to 50% of the cost of building or reconstructing farms. Compensation for machinery is up to 25%, and up to 40% in frontline territories. Additionally, the state covers 100% of the cost of demining agricultural land.
