For men aged 18 to 22 to leave the country, they will need to have a military registration document in paper or electronic form. This was reported by 'Glavkom' citing a statement from the spokesperson of the State Border Service, Andriy Demchenko, in a comment to UP.

"Regarding the possibility of crossing the border by men aged 18 to 22, we emphasize that for crossing the border it is necessary to have both a passport document that allows crossing the border and a military registration document (or a military registration document in electronic form), which must be presented at the request of the State Border Service representative at border crossing points through the state border of Ukraine," he says.

According to the border guard, the document has not yet been published, and the final information about the introduced changes will be available after a resolution appears on the government's website. At the same time, the exit rule will not apply to individuals holding specific positions in government authorities, state bodies, and local self-government bodies. The exit from the country for this category of individuals can still be carried out only on business trips.

Increased responsibility for border crossing violations

We remind you that the government has updated the procedure for crossing the state border. Men aged 18 to 22 will be able to cross the border without hindrance during martial law.

The Cabinet of Ministers of Ukraine has submitted a draft law to the Verkhovna Rada, which significantly increases the responsibility for violations related to crossing the state border. The document provides for criminal liability for illegal exit and violation of the established period of stay outside Ukraine for men of conscription age.

According to the draft law, the Criminal Code of Ukraine is proposed to be supplemented with a new part to Article 332-2. For illegal crossing or attempt to illegally cross the state border under martial law or a state of emergency – by any means outside of authorized crossing points, without appropriate documents or with their forgery – it is anticipated: a fine from 7 to 10 thousand non-taxable minimum incomes of citizens (from 51 thousand to 170 thousand UAH), or imprisonment for up to three years.

The government has introduced a draft law to strengthen responsibility for border crossing violations and requires men aged 18 to 22 to have a military registration document to leave the country. According to the new rules, illegal crossing of the border under martial law or a state of emergency may result in a fine or imprisonment for up to three years.
