Europe Council Supports Ukraine’s Post-War Election Preparations as Zelensky Awaits Secure Conditions
Preparing Ukraine for Elections in the Aftermath of War
According to Рубрика — Політика: The Council of Europe has initiated efforts to organize elections in Ukraine once the conflict ends. Secretary General Alain Berset highlighted that these elections will play a crucial role in rebuilding democratic governance in the country. Ukrainian authorities are exploring the implementation of electronic voting to enable citizens living abroad to participate. Meanwhile, the Ukrainian Parliament has formed seven working groups to draft election legislation applicable during martial law. President Volodymyr Zelensky has expressed willingness to hold presidential elections, provided that security conditions are met and legal frameworks are adjusted accordingly.
Addressing Challenges and Restoring Public Trust
Alain Berset emphasized that reintegrating veterans into society will be among the major challenges. Support for families affected by the war, assistance for displaced persons and refugees, and addressing the educational setbacks faced by children are also critical concerns.
“Veterans’ reintegration is a significant issue. This includes helping families torn apart by the war, displaced people both inside and outside the country, children who have missed years of schooling, and dealing with the mental health consequences,” he explained.
He also stressed the necessity of rebuilding public confidence in Ukraine’s institutions:
“We must restore a society that continues to believe in democracy despite all that has happened.”
The Council of Europe has a longstanding partnership with Kyiv, supporting anti-corruption efforts and reforms. Berset concluded, “The Council of Europe is preparing to facilitate elections in Ukraine as soon as conditions allow.”
At present, parliamentary and local elections are not being considered. According to Oleksandr Korniyenko, First Deputy Speaker of the Verkhovna Rada, the seven parliamentary subgroups are focused on creating legislation for elections held under special circumstances. Berset pointed out, “Elections alone will not resolve all issues,” underscoring the importance of a comprehensive approach to Ukraine’s recovery.
Organizing elections after the war marks a vital step toward restoring democratic processes and stability in Ukraine. Given the current realities, successful elections must be accompanied by efforts to reintegrate veterans and support war-affected populations, requiring a multifaceted strategy. Rebuilding institutional trust and ensuring secure voting conditions are essential foundations for advancing reforms and revitalizing Ukraine’s civil society.
