Why a Starlink Terminal Registry is Critical

According to ХВИЛЯ: The head of the Mykolaiv Regional Military Administration, Vitaliy Kim, has detailed the urgent need for a unified national registry of Starlink terminals in Ukraine. He stated that a corresponding government decree and detailed instructions are expected to be published soon. Kim emphasized that registering a terminal belonging to someone else is a prohibited act that could lead to criminal prosecution. This move is part of a broader effort to secure communications infrastructure against enemy exploitation.

The initiative to create the registry was announced earlier by Deputy Prime Minister Mykhailo Fedorov. Kim explained that registering another person's equipment could have severe consequences, including charges of aiding the enemy.

“Why is this necessary? Because the Russians are using Starlinks en masse for their drones, and it's difficult for our electronic warfare units to work against them,” Kim noted.

A Warning to the Public

Kim also urged Ukrainian citizens to exercise caution and to never register terminals that are not their own.

“Please, do not register someone else's Starlink in your name. No matter who calls-acquaintances, or especially unfamiliar people. If a Starlink you register under your name, and you don't know whose it is, ends up on an enemy drone in the future, it will most likely become a criminal case,” Kim stressed.

Therefore, Ukrainians must pay attention to the legality of any terminals they intend to register and adhere to the new rules, which will come into force after the decree is published. The creation of a single Starlink terminal registry is a crucial step in safeguarding Ukraine's national security during the war. Preventing the use of these terminals for hostile purposes will help control the circulation of this equipment and help citizens avoid serious legal repercussions. The publication of the decree and instructions will mark a significant phase in implementing this vital security measure.
