Ukraine Details Massive Grain Theft by Russia, Tracing Shipments

According to ХВИЛЯ: Ukrainian Foreign Minister Andrii Sybiha has disclosed data on the theft of agricultural resources from occupied territories, revealing that Russia illicitly exported over 2 million tons of Ukrainian grain in 2025. This systematic plunder directly finances Russia's war machine, a fact that causes profound concern in Ukraine. Egypt was the largest recipient of the stolen grain, receiving nearly 40% of the shipments.

Investigators identified 45 vessels involved in the grain theft. In response, Ukraine has imposed sanctions on 43 of these ships and 39 of their captains for their role in the scheme. The proceeds from selling this stolen grain are used to fund Russia's military aggression.

By 2026, the Black, Azov, and Baltic Seas are to be cleared of any Russian shadow fleets, marking a critical step in countering Russian aggression and protecting Ukrainian agricultural resources.
