Intensified Use of RM-48U Missiles Against Ukraine

Originally developed as training target missiles for air defense systems, these rockets accounted for over 50% of all ballistic and hypersonic missile strikes on Ukraine in July and early August. In total, 228 missile launches were recorded during this period. Specifically, out of 158 strikes in July, 87 involved RM-48U missiles, while in the first eight days of August, Russia conducted 70 attacks, 36 of which utilized the RM-48U.

It is noteworthy that the number of Iskander missile launches dropped sharply in July, falling to 38 from more than 100 the previous month. The RM-48U, whose designation includes "RM" for "rocket target," are launched from S-400 systems. These missiles follow a ballistic trajectory at high speed but are less powerful and less accurate than Iskander missiles. Their average deviation from the target is around 300 meters, and upon detonation, their warhead fragments scatter over a wide area.

Russia’s Expansion Plans for RM-48U Production

Russia aims to increase production of RM-48U missiles to over 480 units in 2026, up from more than 200 produced in 2025. The first confirmed use of these missiles occurred on the night of January 20, 2026. To facilitate their launches, Russia has converted up to 17 S-400 launchers and established five dedicated missile units in the Bryansk and Rostov regions.

According to defense expert Sidhartha Kaushal, "Their use allows the Russians to conserve their more powerful missiles, such as the Iskanders, as well as the KN-23 and Zircon rockets, for the winter, when they plan to intensify their ballistic missile campaign."

The increasing reliance on RM-48U missiles signals a strategic shift in Russia's military approach amid the ongoing conflict. By prioritizing these less potent missiles, Russia is preserving its more advanced weapons for future phases of the war. The decline in Iskander launches reflects an effort to manage resources more efficiently, potentially impacting the tactical landscape in the region and underscoring the need for Ukraine to strengthen its defensive capabilities. For international observers, this development highlights how Russia adapts its arsenal under sustained operational pressures.
