According to Главком: Residents in the occupied part of Ukraine's Luhansk region are confronting a severe communication blackout following the start of a blockade against the Telegram messenger app. This move has drastically hindered the ability of locals to communicate. According to available reports, Ukrainians in the area can now only access Telegram by using VPN services. However, Russian forces have also begun blocking these VPNs, further degrading access to information and compounding the difficulties for the population. “Without using services to bypass the blockades, this messenger is practically inoperable. Furthermore, the invaders continue to actively block the VPN services themselves, which complicates communication even more,” the administration stated.

In a separate development within the self-proclaimed Luhansk People's Republic (LNR), a change has been made to the registration of medical documents. Since March 2023, disability certificates have been issued in electronic form. Residents can also order a paper copy through the Russian state services portal. The ongoing lack of stable internet in the territory creates additional hardship for people navigating these new bureaucratic systems.

On the front line, attacks by Russian troops have been recorded. Military analyst Oleksiy Kharchenko reported that “the Russians made twelve attempts to advance on the Lyman and Sloviansk sections of the front. They attacked near seven settlements.” It was noted that Russian forces used mortars three times, employed barrel artillery in four instances, and utilized automatic grenade launchers twice. The invaders carried out their combat tasks with the aid of 13 reconnaissance drones and FPV (first-person view) drones.
