The main factors leading to electricity limitations for consumers include:
- targeted attacks on energy facilities by Russian forces;
- network malfunctions and failures;
- scheduled maintenance work;
- natural events such as thunderstorms, storms, and flooding.
Power cuts fall into three categories: emergency, stabilization (hourly), and planned outages. Emergency shutdowns respond to large-scale accidents or damage caused by shelling, following specific schedules labeled GAV and GOP. Stabilization outages help manage peak demand periods under the GPV schedule, while planned interruptions are announced in advance to carry out routine repairs.
On October 8th, following directives from the National Energy Company 'Ukrenergo,' emergency electricity shutdowns were introduced in Kyiv and surrounding districts. Similar restrictions were later extended to other regions across Ukraine. Restoring power after these outages is a gradual process that takes time. Should demand exceed safe limits, blackout durations may lengthen. In cases of infrastructure failure, emergency outages may be added on top of stabilization cuts, potentially prolonging power loss.
"This measure is necessary to prevent grid overloads and protect the system from widespread failures," stated the Ukrainian Ministry of Energy.
Delays in following stabilization outage schedules often arise from phased power restoration, excessive load on the network, or the addition of emergency outages during critical incidents.
