Ukraine’s Gender Pay Gap Widens to 27% Amid War, Zelenska Calls for Comprehensive Reforms
The Growing Gender Wage Disparity in Ukraine
According to Рубрика — Суспільство: In Ukraine, the wage gap between men and women has expanded sharply, rising from 18% before the war to 27% today. This increase highlights the severe challenges women face during ongoing conflict, as well as persistent structural barriers within society. Despite these obstacles, the past decade has seen a notable rise in women-led businesses and an increase in female representation in leadership roles across the country.
At the recent 10th Ukrainian Women’s Congress, First Lady Olena Zelenska emphasized the urgent need for systemic change to achieve true gender equality. She pointed out that “there remains a significant divide between women’s evolving roles and the equal opportunities available to them.” Zelenska stressed that the heroic strides women have made must now be supported and protected by both the state and society. She also highlighted that responsibility lies not only with the government but also with employers and societal attitudes.
Progress Amid Persistent Challenges
Women currently hold over 34% of leadership positions in Ukrainian businesses, and the proportion of enterprises founded by women has increased from 45% to nearly 60%. This progress reveals growing female economic participation. However, the war has compelled many women to take on additional duties in the armed forces, defense industries, logistics, and agriculture. Alongside these professional demands, women continue to bear a significant share of unpaid domestic work, including childcare and eldercare, which adds to their overall burden.
Ukraine has also made important legislative advances. The country ratified the Istanbul Convention, establishing criminal penalties for domestic violence. A network of shelters for survivors is in operation, and equal parental leave rights for mothers and fathers have been formally recognized.
Zelenska highlighted that the congress theme, 'From Exceptions to New Norms,' is a powerful call to action. She remarked, “A society where equality is the norm benefits everyone-not just women. It creates a stronger economy, more resilient communities, and a nation that fully harnesses its human potential.”
In 2023, official figures showed the gender pay gap in Ukraine at 18.6%. The Ukrainian government approved a National Strategy aimed at closing this gap by 2030, accompanied by a detailed operational plan for 2023–2025. Key priorities include:
- Ensuring equal pay for equal work;
- Expanding accessible social infrastructure;
- Promoting fair distribution of family responsibilities;
- Eliminating biases and societal stereotypes;
- Guaranteeing women’s equal access to leadership and political roles.
The widening gender pay gap during wartime underscores the critical need for immediate reforms in equality policies. Supporting women’s career advancement while alleviating their domestic workload are essential steps toward meaningful change. It is vital that both governmental and private sector efforts focus on fostering inclusive environments that promote gender equality across all areas of life.
As Ukraine continues to address the widening gender pay gap amid ongoing conflict, the role of women in leadership is increasingly recognized as vital. Recent discussions led by advancing women's roles in diplomacy highlight the importance of systemic changes in various sectors, ensuring that women's contributions are not only acknowledged but also supported by effective policies.
