Investigation into Corruption at Ukraine's DPZKU Ends: 105,000 Tons of Grain Stolen Worth $28.8 Million
Uncovering the Corruption Scheme at Ukraine's State Grain Corporation
According to САП: The Specialized Anti-Corruption Prosecutor's Office (SAP) alongside the National Anti-Corruption Bureau of Ukraine (NABU) have finalized the pre-trial investigation into a major corruption scandal at the Joint Stock Company 'State Food and Grain Corporation of Ukraine' (DPZKU). Their findings reveal that perpetrators illicitly appropriated 105,000 tons of grain, valued at over $28.8 million. This criminal operation was orchestrated by former top executives of the corporation and the owner of an international firm, resulting in the unlawful export and sale of the grain abroad. The proceeds were subsequently laundered through a series of bank transfers.
The scheme inflicted nearly $29 million in losses on the Ukrainian state, which, at the time, equaled approximately 776 million hryvnias. The SAP prosecutor has officially closed the investigation phase and handed over the case materials to the defense for review. Back in 2021, the former head of DPZKU, the director, and the ultimate beneficiary of the international company set up the fraudulent operation. They enlisted the collaboration of the corporation's trading department head and two trusted associates to carry out the scheme.
Contracts and Individuals Involved
Four contracts were signed with a foreign company for the supply of feed corn under this scheme. DPZKU delivered over 100,000 metric tons of corn, while falsified shipping and inventory documents were created to simulate official oversight of the goods. These counterfeit papers were kept in the trading department director’s safe, whereas original documents were held by other members of the criminal group. The grain was sold to end buyers in Iran, Turkey, and Egypt without any payments made to the Ukrainian government, and the illicit income was laundered through numerous bank transactions.
The key suspects in this case include:
- The former chairman of DPZKU,
- The ex-head of the corporation's trading department,
- The owner of the international company,
- A trusted representative of the company and accomplice in the crime.
Charges brought against the accused fall under Articles 191, 209, and 358 of the Criminal Code of Ukraine. Following Ukrainian constitutional principles, all suspects are presumed innocent until proven guilty in court.
The conclusion of this pre-trial investigation underscores the depth of corruption challenges within Ukraine’s public sector, where abuses can lead to substantial financial damage to the state.
Law enforcement’s decisive response demonstrates a commitment to enhancing oversight of public assets and curbing corruption opportunities. The forthcoming court proceedings may serve as a critical step toward reinforcing anti-corruption efforts and restoring public trust in government institutions.
The recent investigation into the corruption at DPZKU is not an isolated case in the grain trading sector. Similar allegations have emerged, such as those against a grain trader owner facing fraud charges linked to a staggering $60 million theft. These ongoing issues highlight a troubling pattern within the industry, raising concerns about oversight and accountability.
