Ukrainian MP and Associates Face Charges in $1 Million Crop Theft Scheme

Charges Filed in Major Agricultural Theft Case

According to САП: Ukraine's Specialized Anti-Corruption Prosecutor's Office (SAPO) and the National Anti-Corruption Bureau of Ukraine (NABU) have formally charged a member of Ukraine's 9th convocation parliament and several associates. They are accused of orchestrating a scheme to steal state-owned agricultural produce valued at nearly 30 million hryvnias (approximately $1 million USD). This case highlights ongoing challenges in Ukraine's vital agricultural sector, which is a cornerstone of the national economy. The corruption ring, uncovered in collaboration with the Security Service of Ukraine (SBU), operated from 2021 to 2022 and targeted crops belonging to state enterprises under the National Academy of Agrarian Sciences of Ukraine (NAAS).

The investigation has established that in 2021, the following was illegally removed:

• 990 tons of sunflower seeds;
• 1,400 tons of corn.

The total value of these goods was 27.3 million hryvnias. The produce was transported to private grain storage facilities located in the Chernihiv and Poltava regions. In 2022, an additional shipment of 203 tons of sunflower seeds was recorded from a research station's base. The true harvest volumes were knowingly omitted from official reports.

Several individuals have been charged, including the Ukrainian MP of the 9th convocation, identified as the scheme's organizer, and a deputy of the Kyiv Regional Council, named as a co-organizer. Additionally, charges have been brought against two managers of state enterprises within the NAAS structure and a private individual who acted as an accomplice. The investigation into this case remains ongoing.
