Development Strategy for the Specialized Anti-Corruption Prosecutor's Office, 2026–2028

According to САП: The Specialized Anti-Corruption Prosecutor's Office (SAPO) has formally adopted a new development strategy for the period 2026–2028. This framework, prepared with support from the EU Anti-Corruption Initiative (EUACI), outlines core priorities for institutional growth and strengthening SAPO's capacity to combat high-level corruption, marking a significant step in Ukraine's anti-corruption efforts.

The strategy is the product of collaboration between SAPO's own team and national and international experts from the EUACI. It establishes seven interconnected strategic objectives, which are:

  • institutional autonomy,
  • internal integrity mechanisms,
  • team development,
  • digital transformation,
  • analytics,
  • partnerships,
  • systematic public communication.

These goals are designed to bolster SAPO's operational effectiveness and ensure a more transparent process in the fight against corruption in Ukraine.

The adoption of this strategy underscores Ukraine's commitment to upholding the rule of law and mitigating corruption risks, which are crucial factors for its integration into European structures. This move is particularly important for maintaining international confidence and support.

Ukraine's Anti-Corruption Commitments

The implementation of this new strategy signals Ukraine's intent to reinforce its institutional mechanisms against corruption, a critical factor for securing ongoing support from international partners. Amidst the ongoing war and economic challenges, combating corruption remains a top priority, as it directly impacts the country's stability and development trajectory.
