According to Главком: Ukraine's Security Service (SBU), working with the National Police, has prevented a terrorist attack in central Kharkiv by arresting a 16-year-old agent working for Russian military intelligence. The suspect was preparing to plant a homemade explosive device (IED) in a multi-story residential building. Law enforcement officers apprehended him in a hotel room where he was finalizing the bomb's assembly, seizing the completed device and a smartphone containing evidence.
According to the investigation, the detained teenager traveled to Kharkiv after being promised quick cash for odd jobs. Russian intelligence operatives recruited him through a Telegram channel. He retrieved approximately 4 kg of explosives, a mobile phone, and other components from a pre-arranged cache. Upon finishing the bomb, he was to receive the address of a specific apartment and keys to plant the device. Russian special services planned to make a fake emergency call to the police line 102 to lure a patrol to the scene and then detonate the bomb. This incident highlights the ongoing hybrid warfare tactics employed against Ukraine, which include targeting vulnerable individuals for recruitment.

SBU investigators have formally notified the detained minor of suspicion under Parts 1 and 2 of Article 258 of Ukraine's Criminal Code. He faces up to 12 years in prison with property confiscation. In a related development, the SBU and National Police also served a notice of suspicion to an 18-year-old Kharkiv resident. On the night of February 22, she called a special hotline and read a prepared script about two unidentified individuals breaking into a store in Lviv.
