Uncovering a Defense Budget Embezzlement Scheme

According to ХВИЛЯ: Ukraine's Security Service (SBU) has exposed a major corruption scheme involving the embezzlement of defense budget funds allocated for constructing aircraft shelters. In a coordinated operation, two senior officials were arrested while accepting a bribe. The detained individuals are Andrii Ukrainets, head of logistics for the Air Force Command of the Armed Forces of Ukraine, and Volodymyr Kompaniichenko, head of the SBU Directorate in the Zhytomyr region.

Investigation Details

According to the investigation, approximately 1.4 billion hryvnias were allocated in May 2025 for building arched shelters for aircraft. Subsequent inspections revealed that the projects failed to meet safety standards and that the cost of the work was grossly inflated. Despite this, contractors received advance payments. The arrested officials orchestrated the transfer of an unlawful benefit totaling about 13 million hryvnias, and their arrest occurred as they were receiving $320,000 in cash. This case highlights the severe challenges of wartime corruption, where diverted funds can directly impact military readiness.

Both officials are being served with notices of suspicion for charges related to providing unlawful benefits and abuse of power under a prior conspiracy. The Office of the Prosecutor General is providing procedural guidance for the case.
