According to their plan, the bomb was to be placed in central Kharkiv and detonated remotely. The arrests took place in a rented apartment in the regional center while the suspects were assembling the device.

During a search of the premises, law enforcement officers seized the following evidence:

• Remaining components for explosives
• Mobile phones intended for remote activation
• A smartphone containing evidence of contacts with a Russian intelligence officer

The detainees have been formally charged under Part 1 of Article 14 and Part 2 of Article 258 of the Criminal Code of Ukraine. They face a potential sentence of up to 12 years in prison with confiscation of property.

The coordinator of this group was a career officer of Russian intelligence with the call sign "Meteor," and its members included four recruited individuals, among them an active law enforcement officer.
