According to Главком: The Security Service of Ukraine (SBU) has arrested a married couple, identified as Russian agents, who were preparing a terrorist attack in the city of Kharkiv. The individuals, who are also reported to be drug addicts, had constructed an improvised explosive device (IED). According to their plan, the bomb was to be placed in central Kharkiv and detonated remotely. The arrests took place in a rented apartment in the regional center while the suspects were assembling the device.

During a search of the premises, law enforcement officers seized the following evidence:

  • An improvised explosive device
  • Remaining components for explosives
  • Mobile phones intended for remote activation
  • A smartphone containing evidence of contacts with a Russian intelligence officer

The detainees have been formally charged under Part 1 of Article 14 and Part 2 of Article 258 of the Criminal Code of Ukraine. They face a potential sentence of up to 12 years in prison with confiscation of property.

SBU's Broader Counter-Intelligence Operations

This incident is part of a wider counter-intelligence effort by the SBU. In a separate recent operation in the Dnipropetrovsk region, an employee of a defense plant was detained on suspicion of transmitting data about weapons testing to Russian special services. Furthermore, in the Kyiv region, an agent network of Russia's GRU military intelligence was neutralized; this group had been planning assassinations of Ukrainian military commanders and public figures. The coordinator of this group was a career officer of Russian intelligence with the call sign "Meteor," and its members included four recruited individuals, among them an active law enforcement officer.

The arrest of the couple in Kharkiv underscores the SBU's active role in combating terrorism and intelligence threats from Russia.
