Modernization of the 'eMaljatko' service

According to ХВИЛЯ: The 'eMaljatko' service in Ukraine is set to be modernized, which is expected to significantly ease the process of registering the birth of children for future parents. Deputy Minister of Justice Olga Ryabukha announced the plans to update this service, which has already helped over 732 thousand citizens. One of the key changes will be the launch of a mobile application, as well as the implementation of a proactive approach to newborn registration.

Functions of the 'eMaljatko' service

The 'eMaljatko' service combines ten functions that parents need after the birth of a child. This includes:

  • determining citizenship;
  • registering the fact of birth and place of residence;
  • arranging birth assistance;
  • receiving a 'baby package';
  • entering data into the Ministry of Health's patient register;
  • assigning a tax number;
  • assigning a unique number in the Unified State Demographic Register;
  • allocating assistance to large families.

Since the service began operating in 2014, cases of registering the birth of children from occupied territories have also been considered in Ukraine. According to Olga Ryabukha, the electronic health system records the medical certificate of birth, which is an important aspect of the service modernization process. Currently, parents submit applications for various services independently, but with the new innovations, they hope for simplification of this process.

The modernization of the 'eMaljatko' service can significantly improve parents' access to necessary services, which will help reduce administrative barriers in the process of registering newborns. This is important not only for citizens but also for the state, as simplifying such procedures can increase the level of trust in public services and reduce the burden on bureaucratic structures. The update of the service also reflects Ukraine's efforts towards digitization and adapting public services to modern requirements.
