Ukrainian Foreign Minister Meets with Council of Europe Secretary General

According to МЗС: Ukrainian Foreign Minister Andrii Sibiha met with Council of Europe Secretary General Alain Burić in Kyiv. Their discussions centered on critical issues including holding Russia accountable for its aggression, restoring Ukraine's energy infrastructure, peace efforts, and maintaining pressure on the aggressor state. Both sides emphasized cooperation in ensuring Russia faces justice and highlighted the Council of Europe's project work aimed at strengthening Ukraine's institutional resilience.

Emphasis on Accountability and Cooperation

Andrii Sibiha stressed that the Council of Europe was the first international organization to expel Russia. He stated:

“That was a powerful decision. At a defining historical moment, you chose principles over silent neutrality. You stood on the side of justice, law, and human dignity.” - Andrii Sibiha

The minister also emphasized that a just peace fundamentally requires accountability for the crime of aggression, war crimes, crimes against humanity, and the crime of genocide, as well as compensation for inflicted damage.

Sibiha expressed Ukraine's intent to further develop relations with the Council of Europe, declaring: “We are committed to deepening Ukraine's relationship with the Council of Europe. We will expand practical cooperation for the sake of security, stability, and a democratic European future.”

He identified the following as key areas for collaboration:

  • Holding Russia accountable;
  • Project activities of the Council of Europe;
  • Strengthening Ukraine's institutional resilience.

The past year proved to be a breakthrough in establishing the accountability infrastructure, which includes elements such as the Special Tribunal, the International Compensation Commission, and the Damage Register. Cooperation between Ukraine and the Council of Europe continues to develop within the framework of the Council of Europe's Action Plan for Ukraine, underscoring the importance of joint efforts to secure justice and national recovery. This meeting comes as Ukraine continues to face immense challenges from Russia's full-scale invasion, now in its third year.

The talks between the Ukrainian Foreign Minister and the Council of Europe Secretary General took place against the backdrop of the ongoing challenges Ukraine faces due to Russian aggression. The focus on holding the aggressor accountable, restoring energy infrastructure, and bolstering institutional stability reflects Ukraine's drive for integration with European structures and ensuring long-term stability. Cooperation with the Council of Europe, which has already demonstrated resolve in pursuing accountability for Russia, remains a cornerstone of Ukraine's strategy on the path to recovery and a just peace.
