Ukraine's Commander Shares Strike on Tuapse with NATO General, Highlighting Strategy to Degrade Russian Resources
Operation to Destroy Enemy Resources
According to Главком: Commander-in-Chief of Ukraine's Armed Forces, Oleksandr Syrskyi, presented video footage of a drone attack on an oil terminal in Tuapse to members of the new ARES Military Expert Council, which includes British General Sir Richard Shirreff. The drone assault on the city of Tuapse in the Krasnodar region occurred on the night of April 20, 2026. The strike targeted the Tuapse Oil Refinery, a facility owned by the Russian state-controlled company 'Rosneft'.
Located on the Black Sea coast, the Tuapse refinery has an annual capacity of approximately 12 million tons of oil. It produces gasoline, diesel fuel, fuel oil, and feedstock for the petrochemical industry. Throughout 2024-2026, the Tuapse refinery and its port infrastructure have become frequent targets, indicating a deliberate strategy to cripple the adversary's logistical and economic assets. These strikes are part of a broader Ukrainian campaign to target Russia's energy sector, which is crucial for funding its military operations.
Meeting with International Military Experts
During the meeting, Oleksandr Syrskyi briefed attendees on the operational situation at the front, stating:
“We are systematically degrading the enemy's ability to wage war-we are purposefully destroying their resources, logistics, and military potential.” - Oleksandr Syrskyi
The session was also attended by Lieutenant General Pavel Macko, who previously served as Deputy Chief of the General Staff of the Slovak Armed Forces from 2013 to 2018.
General Sir Richard Shirreff, head of the ARES Military Expert Council, is known for his book '2017: War with Russia' and served as NATO's Deputy Supreme Allied Commander Europe from 2011 to 2014. The ARES council (Allied Reform and Expert Support) is a new advisory body to the Commander-in-Chief of Ukraine's Armed Forces, established to provide expert support on military matters. This collaboration underscores the deepening military cooperation between Ukraine and its Western partners.
This strike on the Tuapse refinery is part of Ukraine's wider strategy to degrade key resources supporting the Russian army. Attacks on oil infrastructure can significantly impact the enemy's logistics and economic capabilities, which may, in turn, influence the course of the conflict. The involvement of international military experts in shaping strategy further highlights the strengthening cooperation between Ukraine and its Western allies in defense matters.
The ongoing strategy to diminish Russian military capabilities is evident in various operations across the region. For instance, Ukrainian forces have recently targeted other key facilities, including oil refineries and repair bases in occupied territories. These coordinated strikes underscore a comprehensive approach aimed at undermining the enemy's logistics and economic strength, essential for sustaining their military efforts.
