According to Главком: General Oleksandr Syrskyi, the Commander-in-Chief of the Armed Forces of Ukraine, has signed off on a comprehensive plan aimed at rebuilding, sustaining, and advancing the country's non-commissioned officer (NCO) corps. This initiative is set to run through the end of 2027 and introduces key structural and operational reforms intended to modernize the force. As Ukraine continues to defend against Russian aggression, enhancing the capabilities of its junior leaders is seen as critical to battlefield effectiveness.
Core Objectives of the Initiative
The plan outlines several major areas of focus:
- Expanding the instructor pool at training centers to improve the quality of soldier preparation.
- Introducing drill sergeant positions within basic combined-arms training battalions to boost training efficiency.

Syrskyi emphasized that a separate priority will be granting NCOs broader authority and decision-making power.
