Social norms of electricity in Ukraine: how it affects subsidies

According to ХВИЛЯ: Ukrainians have been informed about the social norms and regulations that affect the size of housing subsidies and benefits. The Cabinet of Ministers of Ukraine resolution dated 06.08.2014 No. 409 established standards for payment for electricity supply and distribution services, which vary depending on the type of housing and the appliances used.

  • For residential premises with gas stoves and centralized hot water supply:
    • The norm is 70 kWh per month for a family of one person, plus 30 kWh for each additional family member, with a maximum norm of 190 kWh per month.
  • For residential premises with electric stoves and centralized hot water supply:
    • The norm increases to 110 kWh per month for a family of one person, also with an additional 30 kWh for each family member, with a maximum norm of 230 kWh per month.
  • If electric stoves are used in residential premises without centralized hot water supply:
    • The norm is 130 kWh per month per person, plus 30 kWh for each additional household member, with a maximum norm of 250 kWh per month.
  • In cases where there are no electric stoves and centralized water supply in the household:
    • The norm is reduced to 100 kWh per month per person, plus 30 kWh for each other family member, with a maximum norm of 220 kWh per month.

In addition, for citizens in rural areas where the state provides free lighting for housing, a social norm of 30 kWh per month per person is established. These norms directly affect the size of housing subsidies and benefits that Ukrainians receive and are an important element of the state's social policy in the face of current economic challenges.

The establishment of social norms for electricity in Ukraine has a significant impact on social support for the population, especially in conditions of economic instability. Changes in standards affect not only the size of subsidies but also the overall level of household well-being.
