Suspicion against SBU employee in a corruption scheme

According to САП: The State Agency of Motor Roads of Ukraine (Ukravtodor) and the National Anti-Corruption Bureau of Ukraine (NABU) announced suspicion against an employee of the Security Service of Ukraine (SBU) for involvement in organizing a scheme for the illegal reservation of conscripts for improper benefits. The total amount of bribes received under this scheme amounts to nearly UAH 1 million, including one episode that occurred in the form of cryptocurrency. Furthermore, the SBU employee is charged with legalizing over UAH 18.4 million.

Details of the case

According to information, the exposed SBU employee involved an accomplice and the director of a company that has critical importance status. Conscripts were fictitiously employed at the specified enterprise after improper benefits were provided. The salaries that were accrued had to be returned to the participants of the scheme to designated bank accounts, while the fictitious workers did not perform any work.

The investigation documented several episodes of the reservation of conscripts for improper benefits. The actions of the suspects were qualified under parts 3 of Article 368, 3 of Article 27, 2 of Article 28, and 1 of Article 114-1 of the Criminal Code of Ukraine. Additionally, the SBU employee is charged with the legalization of funds amounting to over UAH 18.4 million, which he used for the purchase and registration of real estate and a vehicle, qualified under part 2 of Article 209 of the Criminal Code of Ukraine. The accomplice has also been charged under part 2 of Article 359 of the Criminal Code of Ukraine for illegal installation and use of special technical means for covert information gathering.

According to Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty in a legal manner and established by a guilty verdict of the court.

This case underscores the seriousness of the corruption problem in Ukraine, especially in the context of military service, where the issue of reserving conscripts is of particular importance for national security. The exposure of such a scheme indicates an intensification of law enforcement agencies in the fight against corruption, which may have important consequences for public trust in state institutions. The situation may also lead to a revision of reservation procedures and control over conscripts to prevent similar abuses in the future.
