Pentagon officials confirmed this decision during Senate hearings, stating that the financial burden should now shift to European allies. The amount previously considered by Congress stood at $400 million.

The USAI Program and European Funding

The USAI program involves contracting manufacturers to produce new weapons for Ukraine, rather than transferring equipment from existing U.S. stockpiles. U.S. Secretary of Defense Pete Hegseth emphasized the need for European nations to step up their financial contributions to Ukraine's defense, stating:

“We want Europe to step up and take on this burden. These are wealthy countries. If this is so important to Europe-given Russia's invasion and the bravery of Ukrainians-then European countries should pay for it.” - Pete Hegseth
