Ukraine Implements 'White List' for Starlink Terminals

According to ХВИЛЯ: The Ukrainian government has mandated the creation of a 'white list' for all Starlink satellite internet terminals operating in the country. According to the new decree, any terminal not officially registered will be disconnected from the network. This security measure is being implemented in coordination with SpaceX, as confirmed by Ukraine's Minister of Digital Transformation, Mykhailo Fedorov. Starlink has been a critical communications tool for Ukraine since the full-scale Russian invasion began in 2022.

For private citizens, registration will be free and require a single visit to an Administrative Services Center (TsNAP). Businesses will be able to verify their terminals online through the government's 'Diia' portal. A separate, secure channel for military use is being managed through the DELTA system. The Ministry of Defense has stated it will publish detailed registration instructions shortly.

Security Challenges and Military Protocol

Minister Fedorov highlighted the security rationale, noting that Russian drones equipped with Starlink terminals are difficult to counter due to their low-altitude flight, resistance to electronic warfare, and real-time remote operation. To secure legitimate Ukrainian military terminals, a separate protected channel via DELTA is already active. Fedorov clarified that military personnel do not need to transfer terminals to official unit accounts or share login credentials; simply adding a terminal to the 'white list' will shield it from being blocked.

The establishment of this registry is a significant step in managing satellite communications within Ukraine's wartime landscape. The new system aims to enhance security, prevent the criminal misuse of the technology, and ensure reliable access for authorized users. This collaboration with SpaceX underscores the ongoing importance of international technological support for Ukraine's defense and infrastructure.
