Fines for overdue passports: who faces penalties of up to 51 hryvnia
The State Migration Service warns of possible sanctions for untimely document updates. Owners of old sample passports may receive fines if they do not comply with established deadlines.
When to update the photo in the passport
Citizens with booklet passports are required to update their photo after reaching 25 and 45 years of age. The legislation provides exactly one month to fulfill this requirement from the date of reaching the corresponding age.
Failure to meet the established deadline leads to administrative liability. The fine may amount to up to 51 hryvnia.
Is it necessary to change a booklet passport to an ID card
The Migration Service emphasizes: the old sample passport has an indefinite status, so mandatory replacement with a modern ID card does not exist. The document remains valid provided that the photo is updated in a timely manner.
However, there are cases when the exchange becomes mandatory:
- missing the one-month deadline for pasting a new photo
- damage, loss or theft of the document
- change of personal data (surname, other information)
What sanctions are provided for violations
According to Article 197 of the Code of Administrative Offences, the use of an invalid passport is punishable by:
- warning for the first violation
- a fine of 17 to 51 hryvnia for repeated violations within a year
New deadlines for document processing
The Cabinet of Ministers has made a decision to expedite procedures. Urgent issuance and exchange of passports now takes 7 working days instead of the previous 10.
According to a government representative in the Verkhovna Rada, Taras Melnychuk, the reduction of deadlines applies only to urgent cases - the exchange and restoration of lost or stolen documents. The standard procedure for primary processing remains unchanged.

Citizens must adhere to the established requirements, as failure to meet deadlines can lead to fines of up to 51 hryvnia. Furthermore, it is important to remember the need to update the photo in the passport after reaching certain age milestones to avoid administrative liability.
