According to Пенсії (RSS): According to the Fund's clarification, a mother of a fallen Defender who did not earlier apply for the housing and utility benefit because her subsidy was higher can now submit a claim when the summer subsidy equals 0.00 UAH. The benefit begins from the month of application and covers a 50 percent reduction on housing, utilities, and stove fuel, as set out in Article 15 of the Law of Ukraine on the Status of War Veterans and Their Social Guarantees.

How to Obtain the Benefit

If a person qualifies for both a housing subsidy and this benefit, only one type of state support may be chosen. During the summer, when the housing subsidy is calculated as 0.00 UAH, the individual can apply for the benefit instead. The benefit will then be granted starting from the month of application. To receive it, the applicant must submit:

• an application for inclusion in the Register of Persons Entitled to Benefits;
• an application for the benefit to be awarded.

Under Article 15 of the Law of Ukraine on the Status of War Veterans and Their Social Guarantees, families of fallen Defenders and Defenders of Ukraine are entitled to a 50 percent discount on housing, utilities, and stove fuel. The housing discount applies within the norm of 21 square meters of total floor area for each person permanently living in the home and entitled to the discount, plus an additional 10.5 square meters per family.

The 50 percent discount on utilities also applies to natural gas, electricity, water supply and drainage, waste removal, and bottled liquefied gas for household use, in line with established consumption standards. Additionally, there is a 50 percent discount on stove fuel, including liquid fuel, up to the minimum supply norms and the maximum allowable cost for homes that have no other heating source.
