According to ХВИЛЯ: The head of the Union of Consumers of Utilities of Ukraine Oleg Popenko spoke about the receipt of subsidies in 2026, the main rules for which assistance will be denied, and changes in the application process. According to the new conditions, subsidies will only be received by those who spend more than 20% of their income on utilities. For example, if a family's income is 10,000 UAH and the utility bill is 4,000 UAH, the state will cover the remaining payment.

One important innovation will be the automatic selection of candidates for subsidies based on certain criteria. Some of the main reasons for denial include the presence of expensive purchases exceeding 50,000 UAH. There are also restrictions on housing area: for apartments - over 130 sq. m, and for private houses - over 230 sq. m. The experience of registration will also affect the ability to receive a subsidy if relatives live abroad. Importantly, the unemployed will not be able to receive subsidies if they are not registered with the employment center.

Application process and reasons for denial

Submitting applications for subsidies in 2026 will be automated through platforms such as 'Diia', the Pension Fund of Ukraine (PFU) portal, or Administrative Services Centers (ASC). This will simplify the process for those who are entitled to receive financial assistance.

The stop-list of reasons for denial of the subsidy includes several key points:

  • Expensive purchases: over 50,000 UAH
  • Housing: apartment over 130 sq. m, private house over 230 sq. m.
  • Vehicle fleet: vehicle younger than 5 years, more than one vehicle under 15 years old
  • Debts and alimony: debts for alimony over 3 months
Oleg Popenko noted that '20% of income' is the criterion based on which the right to a subsidy will be determined.

Thus, changes in the rules for obtaining subsidies could significantly affect many Ukrainians who rely on this financial assistance.

Changes in the subsidy system in Ukraine for 2026 reflect the government's desire to optimize social spending and increase the effectiveness of financial assistance. The automation of the application process may facilitate access to subsidies, but the new criteria could exclude many households that previously received assistance from the program. This may lead to increased social tension among the population, especially among vulnerable groups at risk of losing financial support.
