Lutsk court closed the case against a man accused of hooliganism

According to glavcom.ua: The Lutsk court decided to terminate the administrative proceedings against one of the local residents, who was accused of hooliganism and persistent disobedience to the employees of the Territorial Recruitment Center. The court saw no grounds for an offense in his actions and transferred the case materials to the State Bureau of Investigations (SBI) in Lviv. This was reported by 'Glavkom' referring to Avers.

It all started in the yard of a building on Subornosti Street in Lutsk. Witnesses reported that several men in fishing gear ran out of a gray minibus without license plates and began to grab a young man who was standing at the entrance.

The protocols of the administrative offense drawn up by the police contained contradictory data.

Representatives of the Territorial Recruitment Center did not have permission from the commandant of the military garrison to conduct such actions in Lutsk, as their center is based in another area.

The military did not explain what they were doing in Lutsk.

Witnesses claimed that the men in unusual clothing were disturbing public order but did not resist.

Case closed due to lack of offense composition

The judge closed the case due to lack of grounds for an offense. The materials were transferred to the SBI for further consideration. The actions of the Territorial Recruitment Center were deemed questionable regarding legality, and their testimonies did not correspond to other evidence in the case.

From September 1, representatives of the Territorial Recruitment Center and the State Police will be required to use body cameras to increase the transparency of mobilization and accountability.
