According to intelligence, they suspect them of attempting to provoke conflicts between different countries, using the 'Islamic Emirate of Afghanistan'. On July 3, Russia became the first country in the world to recognize the 'Islamic Emirate of Afghanistan'. By July 7, the head of the Taliban's counterintelligence, Asadullah Barialai, noted that Russian 'tourists', journalists, and other visitors had begun to actively arrive in the country, and he suspected that many of them could be intelligence officers. He also proposed specific measures to counter the activities of Russian and Belarusian agents.
