Tender without competition: the Ministry of Internal Affairs hospital in Khmelnytskyi ordered repairs worth UAH 34 million

The state institution "Territorial Medical Association of the Ministry of Internal Affairs of Ukraine in Khmelnytskyi region" decided to invest UAH 34.41 million in the renovation of the rehabilitation center and cafeteria. The company "Sport-Proghress" received the contract without competition and will start work.

The insulation was purchased with a markup of 39%.

The cable was ordered at 20% above the market price.

The cost of metal tiles in the estimate turned out to be twice as high as that of competitors.

It was noted that a significant overpayment was found in the purchase of construction materials for reconstruction. Not only was the cost of the ventilation system significant, but other materials were also purchased at a markup. In addition, the company "Sport-Proghress" received the contract without competition due to strict requirements for bidders.

In total, the possible overpayment for materials amounts to about UAH 3 million, and the auction requirements were so high that they played a role in limiting the number of participants.
