According to ХВИЛЯ: In Ukraine, it is planned to transition the theoretical exam for obtaining a driver's license to an online format in 2026. The Ministry of Digital Transformation, led by Deputy Prime Minister Mykhailo Fedorov, considers this possibility as part of a broader digitalization of services in the country.

However, he also emphasized that at this moment he cannot announce a specific date or the fact of launching this service, but confirmed that work in this direction is ongoing.
Plans for 2026
In addition to transitioning the theoretical exam to an online format, the first quarter of 2026 is planned for the implementation of automatic accident registration using the European protocol. In the following year, the Ministry of Digital Transformation intends to implement 20-30 new services, indicating active work on digital initiatives in Ukraine.
The transition of the theoretical exam to an online format could significantly simplify the process of obtaining a driver's license, reducing the time costs for candidates. This initiative is part of a broader digitalization program in Ukraine aimed at modernizing public services and making them more accessible.
