Ukraine's 2026 Vehicle Tax: New List of Luxury and High-Value Cars
Revised List of Passenger Cars Subject to Annual Vehicle Tax
According to ХВИЛЯ: The Ministry of Economy of Ukraine has published an updated list of passenger car models that will be liable for an annual vehicle tax starting in 2026. This policy targets newer, high-value vehicles. The list defines the criteria, price threshold, applicable brands and models, the fixed tax rate, and payment conditions. The tax applies to cars that are no more than five years old from their year of manufacture.
Price Threshold and Fixed Tax Rate
The valuation threshold for taxable vehicles has been adjusted upward in line with increases to the national minimum wage. The tax will be levied on cars whose average market price exceeds 375 times the minimum wage. As of January 1, 2026, this threshold is set at 3,242,625 Ukrainian hryvnias (UAH). The tax rate is a fixed annual fee of 25,000 UAH per vehicle. Individuals must pay this amount within 60 days of receiving an official notification from the tax authority. Legal entities are required to make quarterly advance payments by the 30th day of the month following the reporting quarter.
The list of car brands subject to the tax includes:
- Ferrari
- Lamborghini
- Rolls-Royce
- Bentley
- Maserati
- Porsche
- BMW
- Mercedes-Benz
- Lexus
- Land Rover
Specific models also falling under the tax include:
- Tesla Model S Plaid
- Tesla Model X LR
- Tesla Roadster (up to 5 years old)
- Volvo XC90 (recent model years)
- Toyota Sequoia
- Toyota Tundra (up to 2–3 years old)
The State Tax Service may update this list throughout the year upon request if the market value of a particular model surpasses the established limit.
This new approach to taxing passenger cars, particularly premium models, could significantly impact Ukraine's automotive market.
The increased price threshold and fixed annual fee create an additional financial burden for owners of expensive vehicles, which may reduce demand for such cars. This policy is part of broader fiscal measures in Ukraine. Simultaneously, the updated model list focuses on luxury brands, reflecting trends in the purchasing power of certain population segments.
