According to ХВИЛЯ: Ukraine is in the process of digitizing its paper-based work record books, with a final deadline of June 10, 2026. After this date, all employment history tracking will be fully digital, and data from physical books must be entered into the Register of Insured Persons. This move is a significant part of the country's broader digital transformation, aiming to streamline the management of employment records and simplify access to citizens' work histories.

The Transition Period and Required Actions

A five-year transition period is underway, requiring employers, current employees, and pensioners to take necessary steps to submit their data before the June 2026 cutoff. The original paper work book is now issued to the employee for lifelong personal safekeeping, as the state has relieved employers of the obligation to store these documents in their human resources departments.

It is important to note that since January 1, 2004, insurance history has been automatically calculated based on data from the electronic register.

Delays in submitting documents will not lead to catastrophic consequences or loss of benefits. If a work book is not digitized by June 10 for valid reasons, the documents can be scanned at a later, more convenient time or when applying to the Pension Fund of Ukraine for pension processing. Scanned pages of old books and paper certificates remain necessary for confirming periods of insurance history before January 1, 2004.

Data digitization can be accomplished through several methods:

  • via one's employer,
  • independently through the personal account of the Pension Fund of Ukraine using a qualified electronic signature,
  • or by bringing the originals to a local Pension Fund office.
As noted by the Committee of the Verkhovna Rada: 'Data from paper work record books must be entered into the Register of Insured Persons by June 10, 2026.'

This process marks a crucial step in Ukraine's shift toward modern digital technologies for tracking employment history.
