He recalled the 2022 grain deal brokered by Turkey and the United Nations, which allowed safe passage for Ukrainian grain exports through Black Sea ports. However, Fidan emphasized that the situation has deteriorated, noting recent Russian military attacks on civilian cargo vessels, effectively blocking Ukraine’s maritime export route.

“A few years ago, we established an agreement that, despite later violations, maintained a practical operational framework-where both parties refrained from interference. Today, however, they are actively obstructing each other’s activities,” said Hakan Fidan.

On July 22, 2026, no ships navigated the sea corridor, highlighting the escalating tensions in the area.
