Ilva Johansson, the EU’s special representative for Ukrainian affairs, pointed out a contradiction in the current system: men subject to conscription-who are generally not permitted to leave Ukraine-can receive temporary protection immediately after crossing the border, sometimes even through illegal means. As of now, no agreed decision has been reached regarding any possible restrictions.
