Progress on Rebuilding a Residential Complex in Northern Saltivka

According to Рубрика — Суспільство: In Kharkiv, the reconstruction of a nine-story apartment building in the Northern Saltivka district, heavily damaged by Russian shelling, is underway. The restoration project aims to renovate 252 apartments, with contract costs exceeding 314 million hryvnias. However, no specific timeline has been established for residents to return to their homes.

The building sustained serious damage due to the attacks. In 2025, the Kharkiv City Council signed two contracts with the construction firm Promtex to carry out initial repair works. The original contract values were 76.6 and 270 million hryvnias respectively, but after adjustments, these amounts were reduced to 3.8 and 77.8 million hryvnias.

Current Status of Reconstruction Efforts

The contractor has already restored several key structural elements, including:

  • walls
  • balcony slabs
  • railings
  • roofing
  • engineering networks
  • insulation of the technical floor

In August 2026, a new agreement was signed with the company Unicloyd for 322.2 million hryvnias, later adjusted down to 314.5 million hryvnias. The city budget allocated 3.9 million hryvnias for the project in 2026.

The contract with Unicloyd covers a comprehensive renovation plan, which includes:

  • strengthening damaged structural components
  • insulating and finishing the building facade
  • replacing windows, doors, and elevators
  • repairing the roof and balcony railings
  • complete overhaul of heating, water supply, and sewage systems
  • interior finishing works
  • installation of sidewalks, stairs, and ramps

The construction is expected to continue through the end of 2027.

There is currently no confirmed date for residents to move back, as this depends on the completion of emergency and restoration work and the verification of the building’s safety. Notably, Unicloyd previously worked on restoring a neighboring apartment block, where potential cost overruns of 27 million hryvnias were identified.

This rebuilding project represents a critical step in Kharkiv’s broader efforts to restore its housing infrastructure following the conflict. Ensuring steady financing and strict oversight remains essential to prevent overspending and to facilitate residents' timely return to their homes.
