New restrictions for buses are being prepared in Kyiv: who will be affected by the ban

A petition has been registered in Kyiv demanding to ban private carriers from operating buses that do not meet Euro-6 environmental standards. The author proposes to give companies time to update their fleets by January 1, 2028. This is reported by Telegraph.

Petition No. 14424 was created by Andriy Mashkov. He calls for the cessation of the use of all rolling stock of private carriers, whose exhaust gas emissions are lower than the Euro-6 requirements.

The appeal mentions buses of the types «Bogdan», «Etalon» and I-Van. The author believes that a significant number of such vehicles are morally and technically outdated, and their condition does not meet the needs of a large city.

Among the problems, he names corrosion of bodies, the smell of fuel in the cabins, faulty heating and air conditioning systems, as well as visible smoke from the exhaust pipe. This is the position of the petition's author, not a conclusion of the supervisory authority or a decision of the Kyiv City Council.

When will the ban on old minivans in Kyiv come into effect

The petition suggests setting a deadline of January 1, 2028. By this date, private carriers, in the author's opinion, must replace their transport with buses that meet Euro-6 standards. If this is not done, they are proposed to be banned from operating in the passenger transport market of the capital.

Currently, this is just a public initiative. To submit the document for consideration by the Kyiv City Council, it must gather 6,000 votes. The collection of signatures started on July 28, 2026, and will last for 60 days.

Even with the necessary number of votes, the petition does not automatically impose a ban. It must be reviewed by the deputies of the Kyiv City Council and a response provided. Only after this can the city initiate specific regulatory decisions.

The initiative raises questions about the condition of private minivans, air quality, and the accessibility of transport. At the same time, updating the fleet will require significant costs from carriers, which may affect the conditions of route operations and ticket prices.

It should be noted that emergency rescue operations have been completed in the Darnytskyi district of Kyiv following a strike on a 16-story residential building. As a result of the Russian attack on July 2, 31 people were killed and 102 were injured.
