Kyiv Caps Taxi Fare Increases at 75% During Air Raid Alerts to Protect Commuters
Taxi Fare Controls Introduced in Kyiv Amid Air Raid Alerts
According to Рубрика — Суспільство: Kyiv authorities have announced new measures to limit taxi fare surges during air raid warnings and disruptions in public transportation services. According to an agreement signed by the Ministry of Infrastructure, the Ministry of Economy, and leading taxi platforms including Bolt, Uklon, Uber, and OPTI, taxi fares will not be allowed to exceed 175% of the standard rate during such emergencies. This cap will apply when public transit is halted due to air raid alerts or other force majeure situations.
Prime Minister Serhiy Koretsky emphasized the importance of this policy, stating,
"The fare restrictions will remain in effect for at least two hours after the end of a red-level air raid alert or until public transport and bridge crossings return to normal operation. Demand for rides is often highest at these times as people try to get home safely."
These measures follow the October 27 attack that severely damaged the Southern Bridge and ground-level metro infrastructure, causing widespread transport interruptions across the capital.
Details of the New Fare and Transport Regulations
Under the newly implemented rules, taxi fares during transport disruptions cannot exceed 175% of the usual price. For instance, a ride normally costing 200 hryvnias would be capped at 350 hryvnias during these periods. The limit applies not only throughout the air raid alert but also extends for a minimum of two hours after the alert ends or until public transport services are fully restored.
Currently, the Southern Bridge remains temporarily closed for traffic in both directions, while restrictions are in place on the metro's red and green lines. Experts are actively assessing the extent of the damage to the Southern Bridge and its structural integrity. The government has tasked the Ministry for Infrastructure Restoration and Transport with expediting repair works on the bridge.
- Kyiv city officials have introduced a temporary bus route to ease transportation.
- Additional buses have been deployed on routes crossing the Darnytskyi Bridge.
- Ukrzaliznytsia has scheduled extra Kyiv City Express trains running via the Darnytskyi and Northern bridges.
- Since October 28, more morning and evening train services have been added to accommodate commuters.
In a broader effort to enhance Kyiv’s transport infrastructure, city authorities plan to invest 1 billion hryvnias into constructing combined water crossings over the Dnipro River and developing access roads. These projects aim to improve both the safety and convenience of travel within the Ukrainian capital.
By imposing limits on taxi fare hikes during emergencies, the government aims to ensure affordable transport options remain available to Kyiv residents during crises. This initiative is especially critical given recent attacks that have disrupted essential infrastructure, helping to alleviate the financial burden on those needing urgent transportation. The expansion of bus routes and rail services further reflects a commitment to maintaining reliable mobility throughout the city under challenging circumstances.
The recent air raid alerts have significantly impacted public transport in Kyiv, particularly following the destruction of the Southern Bridge on October 27. With ongoing disruptions, understanding the full extent of these incidents is crucial for commuters navigating the current transport landscape.
