Launching the Council of Europe’s Expert Opinion

According to Рубрика — Суспільство: On October 8, 2026, Kyiv will host the presentation of the Council of Europe’s expert assessment of draft law No. 14389, which aims to enhance the framework for providing reasonable accommodations to people with disabilities. The event will begin at 11:00 AM and will be accessible both in person and online via Zoom. Attendance requires prior registration.

Key Issues in Draft Law No. 14389

The upcoming discussion will focus on draft law No. 14389, titled 'Amendments to the Law of Ukraine on the Fundamentals of Social Protection for Persons with Disabilities in Ukraine to Improve the Mechanism of Reasonable Accommodation.' Several critical points will be addressed, including:

  • the process for initiating accommodation requests,
  • the criteria for assessing undue burden,
  • funding for necessary adaptations, and
  • safeguarding the rights of people with disabilities.

Following the expert opinion presentation, a panel discussion will bring together representatives from Ukraine’s Verkhovna Rada, relevant ministries, the State Employment Service, the Social Protection Fund for Persons with Disabilities, and the Office of the President. Participants will explore how individuals with disabilities can formally request reasonable accommodations, who determines the appropriate accommodations, and how individual needs are taken into account.

The conversation will also cover definitions of undue burden and circumstances where accommodation requests might be denied. Attendees will learn about funding responsibilities for necessary adjustments, procedures for appeals in case of refusals, and how affected individuals can protect their rights.

The right to reasonable accommodation is enshrined in Ukrainian law, yet the implementation process requires significant improvement.

Media representatives, government officials, experts, civil society organizations, and business leaders are invited to participate.

This presentation and discussion mark a pivotal step toward improving the living conditions and social inclusion of people with disabilities in Ukraine. Refining the accommodation mechanism promises to better uphold their social protection rights. Engaging diverse stakeholders in the dialogue will help ensure that the legislation reflects varied perspectives and needs, strengthening its effectiveness and impact.

As the Council of Europe prepares to unveil its expert review, it's essential to consider the broader context of disability rights in Ukraine. Recently, the National Barrier-Free Council's evaluation of 2026 achievements highlighted significant strides in employment and inclusion for people with disabilities, setting ambitious goals for 2027. This ongoing dialogue underscores the importance of effective legal frameworks and community engagement in fostering an inclusive society.
