Kyiv Implements Updated City Operations Guidelines Amid Air Threats Starting September 10

Revised Urban Management Protocols Take Effect in Kyiv

These revisions include changes to the surface section of the green metro line’s schedule, the introduction of an advanced alert system, and specific operational guidelines for businesses during the yellow threat level.

The Kyiv Defense Council’s decision on September 7 sets these measures to commence at midnight on September 10. On September 9, trains on the green line’s ground segment will operate in a trial mode under the yellow threat level. From September 10 onward, green line trains will run without restrictions during yellow alerts. Meanwhile, the red metro line will continue limited service, transporting passengers underground between Akademmistechko and Arsenalna stations regardless of the threat level.

Enhanced Alert System and Business Operations Amid Threat Levels

To improve communication during air threats, Kyiv is rolling out an upgraded alert network. As of September 7, 426 digital alert points are operational across the city, with 146 analog points remaining. An additional 50 digital alert endpoints are scheduled for installation by year-end, aiming for full system modernization by 2027. This differentiated alert system will cover all districts except Pechersky, with partial coverage in Holosiivskyi and Sviatoshynskyi districts.

In areas where technical limitations prevent threat-specific alerts, a standard siren sound will be used. Notably, the 'All Clear' auditory signal will no longer be employed.

The 'Kyiv Digital' app will send color-coded air raid alerts: red indicates a major drone, missile, or combined drone-missile attack threat, while yellow signals a drone attack warning. The all-clear notification will be issued once the danger passes. Each threat will trigger a distinct alert. To access these updates, users should enable alarm and all-clear sounds alongside the 'Live Actions' or 'Pinned Alerts' features within the app.

Regarding business activities during yellow threat alerts, government regulations permit operations in facilities equipped with temporary or permanent shelters for staff and visitors. If shelters are not available, businesses may continue functioning with workforce approval until shelter installation, but for no longer than three months from the regulation’s effective date. Visitors’ presence during yellow alerts is at their own discretion.

These initiatives aim to bolster Kyiv’s safety and response efficiency amid escalating air threats. Upgrading the alert infrastructure and adapting transport and business operations reflect the city’s commitment to enhanced coordination and real-time risk awareness for residents facing complex security challenges.
