Kyiv Residents to Get Digital ID Cards via Mobile App
Digital Version of the Kyiv Resident Card Coming Soon
According to Главком: The Kyiv City Council has registered a draft decision to launch a digital version of the Kyiv Resident Card within the Kyiv Digital app. Physical plastic cards will continue to work without any restrictions. This initiative reflects the city's ongoing efforts to modernize municipal services and improve accessibility for residents.
Benefits of the Digital Card
The digital card will allow residents to apply for it online using electronic documents. Meanwhile, the plastic card will still function as a payment card from Oschadbank and as a transit pass. The card contains personal data and combines city services with banking features. Cardholders will be able to receive:
- benefits
- social payments
- compensation
- discounts
- bonuses
The program was originally designed for individuals entitled to benefits, including retirees, veterans, people with disabilities, and internally displaced persons.
The digital Kyiv Resident Card is an additional option, not a replacement for the plastic one. Our goal is to make city services more convenient while leaving every resident the right to choose.

As a result, introducing a digital version of the Kyiv Resident Card marks a significant step forward in the development of Kyiv's electronic services, offering convenience for users while preserving traditional service formats. This project will not only simplify access to services for the capital's residents but also boost digitalization in public administration, aligning with global trends. It could serve as a key milestone toward more integrated and efficient urban services in Ukraine.
