Which head of OVA has the highest salary for 2025

The highest salary among the heads of regional military administrations declared for 2025 is by the head of Sumy OVA, Oleg Grygorov. In total, the leaders in income also include the heads of Donetsk, Zaporizhzhia, and Mykolaiv regions. This is reported by Slovo i Dilo.

OVAs salaries 2025: who earned the most

According to the declarations, the largest official incomes were received by several regional heads:

• Oleg Grygorov (Sumy OVA) - 2.34 million UAH salary;

• Vadym Filashkin (Donetsk OVA) - 2.19 million UAH;

• Ivan Fedorov (Zaporizhzhia OVA) - 2.18 million UAH;

• Vitaliy Kim (Mykolaiv OVA) - 2.14 million UAH.

In addition to salaries, the declarations also accounted for family incomes and savings converted into hryvnias at the NBU exchange rate.

Incomes and savings: who has the largest wealth

Among officials with salaries over 1 million UAH, a wide group of regional leaders stands out.

These include:

• Taras Pastukh (Ternopil OVA) - 1.7 million UAH;

• Vitaliy Bunechko (Zhytomyr OVA), Igor Taburets (Cherkasy OVA), Vitaliy Dyakivnych (Poltava OVA) - about 1.6 million UAH;

• a number of heads of OVA with salaries around 1.4 million UAH.

At the same time, the largest savings were declared by the head of Kirovohrad OVA, Andriy Raikovych - over 139 million UAH. His family income also exceeded 61 million UAH.

The lowest incomes among OVA leaders were recorded in Volyn and Vinnytsia regions. In particular, the acting head of Volyn OVA, Roman Romaniuk, declared about 960 thousand UAH in salary, while the head of Vinnytsia OVA, Natalia Zabolotna, declared 916 thousand UAH.

Some declarations, including those of heads of Chernivtsi, Kherson, Kharkiv, and Odesa OVAs, are missing from the NAKO register.

Overall, the analysis of declarations shows that the level of income among regional leaders varies significantly, and a significant part of their wealth is often formed not only by salaries but also by family incomes and savings.
