In September 2026, the average salary of employees of central executive bodies was 63,880 UAH, continuing the growth of wages. The highest figure among central government agencies was recorded in the National Commission for State Regulation of Energy and Public Utilities (NERC). This is reported by the Ministry of Finance of Ukraine.

Salaries in government agencies: where the highest was recorded in September 2026

The average salary in central executive bodies was 4,800 UAH higher than in September last year. According to the data provided by the Ministry of Finance, the annual growth was approximately 8.1%.

The top five central government agencies with the highest average salaries were:

  • NERC: 105,800 UAH;
  • National Agency for Preventing Corruption: 99,500 UAH;
  • Office of the Verkhovna Rada: 96,800 UAH;
  • Ministry of Social Policy, Family and Unity: 96,300 UAH;
  • Antimonopoly Committee: 94,300 UAH.

For comparison, the average salary in Ukraine in September was 33,153 UAH. Thus, the figure for central executive bodies was about 1.93 times higher. This is a comparison of average salaries for different groups of workers.

The Ministry of Finance explains that monthly amounts are influenced by health assistance, compensation for unused vacation, and material and severance assistance. Therefore, an increase in the average figure does not necessarily mean a corresponding increase in salary grades.

Overall, 165,400 people were actually employed in government agencies in September, which is 1,200 less than a year ago. Of these, 108,400 worked in central agencies along with territorial subdivisions, 23,000 in local state and military administrations, and 34,000 in the judiciary.

Judicial compensation: what amounts were recorded in September 2026

Separately, the Ministry of Finance provided the average judicial compensation in the higher judicial bodies:

  • Constitutional Court: 586,900 UAH;
  • Supreme Court: 332,000 UAH;
  • High Qualification Commission of Judges: 296,300 UAH;
  • High Council of Justice: 293,300 UAH;
  • High Anti-Corruption Court: 290,300 UAH.

The amounts provided are average payments, not guaranteed monthly payments to each individual or amounts after deductions. The dashboard data covers government agencies, local administrations, and the judiciary, but does not include the security and defense sector.

Judicial compensation should also be distinguished from salaries of court workers. Court staff and judges belong to different categories, so their payment indicators cannot be substituted for one another.
