Sharp Rise in Applications for Conscientious Objector Status

According to Главком: Germany is witnessing a significant increase in applications for exemption from military service. In the first quarter of 2025 alone, 2,656 such requests were submitted, signaling a trend that could lead to an all-time high by 2026. For context, the total number of applications filed throughout the entire year of 2024 was 2,998. By the end of 2025, the responsible agency had received 3,867 applications, underscoring the growing scale of this issue.

New Legislation and Shifts in Defense Policy

A new military service law, which took effect on January 1, 2025, mandates compulsory conscription for young men born in 2008 and later. This policy shift is likely driven by heightened security concerns and the new legal framework. The law’s primary aim is to recruit volunteers to expand the armed forces. However, if recruitment targets are not met, the Bundestag retains the authority to activate a so-called "needs-based draft."

It is also worth noting that last year, 781 individuals withdrew their applications for conscientious objector status. In the first quarter of 2025, an additional 233 people decided to retract their requests. For the first time, Germany has formally adopted its own national defense strategy, which explicitly identifies Russia as the primary security threat in Europe.

Furthermore, global military spending rose by 2.9% in 2025, reaching nearly $2.9 trillion. This figure represents 2.5% of the world’s GDP and marks the highest level since 2009. These defense expenditure figures come from a report by the Stockholm International Peace Research Institute (SIPRI).

The rising number of applications for conscientious objector status in Germany may reflect growing discontent among young people regarding conscription, particularly in light of new laws and the deteriorating security situation in Europe.
